Add the olive oil to a medium Dutch oven
over medium-high heat. When hot, add the ground sirloin, soy sauce, tomato paste
, Italian seasoning and crushed red pepper and cook for about 4 minutes, breaking up the meat with a spoon. Add the garlic, red onions
, red pepper and bay leaf
and sprinkle generously with salt and pepper. Saute until the vegetables have softened, about 5 minutes. Stir in the tomatoes, lower the heat to medium-low and cook, covered, for another 20 minutes.
Add the elbow macaroni and stir well. Top with parsley and serve immediately.
