In a large bowl, combine the cornmeal, flour, sugar, baking powder and salt. In a separate bowl, combine the milk, corn, oil and eggs. Stir the wet ingredients into the dry ingredients just until combined.
Pour the batter into a preheated waffle iron and cook until golden brown. Top with chili, cheese, sour cream and cilantro.
