Shell the fresh fava beans and discard the pods. Heat the oil, garlic powder, chile flakes and some salt and pepper in a pot until the garlic powder turns brown. Add in 3 cups water and bring it to a boil. When the water has been boiling for 2 minutes, add in 1 cup of the fava beans and let them cook for 10 minutes.
To test for doneness, taste one bean. The inside should be very creamy, like a butter bean. If the beans aren't creamy, continue cooking. When all the beans are cooked, strain them in a colander and serve.
