For the tincture: Peel the liquorice into shavings as you would a carrot, using a very sharp vegetable peeler. Combine with the tea leaves in a glass jar. Add the vodka or enough to cover the herbs completely. Cover and keep in a cool dark place for 10 to 14 days. Then strain the mixture, reserving the liquid.
For the mouthwash: Make up a pot of green tea with the tea leaves, and let stand for 2 to 3 minutes. Strain 3/4 cup of the green tea, then pour into the liquorice tincture to dilute it. (When you do this, the tea should be no hotter than176 to 194 degrees F/80 to 90 degrees C, definitely not boiling.) Stir in the glycerine and lemon essential oil and bottle.
Use as a mouthwash/gargle once a day as needed. Do not swallow.
The mouthwash will keep for 6 months in the refrigerator.
