To make up into a teh, place 5 to 6 teaspoons of the mixture in a saucepan with 1 cup whole milk and 1 cup water, then simmer over low heat until reduced by half, 10 to 20 minutes. Strain and serve.
The mixture will keep in an airtight tin for 2 weeks.
