  1. Place the ribs in a large pot along with the honey, soy sauce, brown sugar, cayenne, cumin, garlic, ginger and chile. Add water to cover. Bring to the boil and cook until the ribs are cooked and the sauce has reduced significantly, 30 to 40 minutes.
  2. Meanwhile, preheat the oven to 450 degrees F. Adjust an oven rack to the top position.
  3. Transfer the ribs to a wooden board and cut into riblets. Set the riblets on a baking sheet and brush with the thickened sauce. Cook on the top oven rack for 5 minutes, keeping a close watch over the ribs, as they can burn quickly due to the sugar in the sauce; turn the ribs or open the oven door slightly if needed to prevent burning.
  4. Remove the ribs to a platter and scatter with chile flakes and spring onions.
