Put 2 cups water, the milk, fennel seeds, sugar, black tea, green cardamom pods, cloves, ginger, brown cardamom pods and cinnamon stick into a saucepan and bring to a boil. Lower the heat and simmer for 10 minutes. Strain into teacups.
